Samsung has started rolling out the KitKat update for the Galaxy Note 3 Neo in India. The update bumps up the version number to 4.4.2. The update weighs in at around 495MB and can be downloaded OTA or through Samsung's desktop software - Kies. The update should start rolling out in other regions soon enough.
